The half-life (or time constant) for resynthesis of the "alactacid" component of anaerobic capacity is well-known: it is equal to the half-life (or time constant) for changes in aerobic ATP synthesis by the mitochondria.*
The difficult part is mathematically describing the recovery of the (much larger) "lactacid" component, which in some cases may take hours to fully recover (just take a look at how even elite pursuiters tend to slow down between morning and evening rounds, and you'll understand why I say that).
*This is, of course, the "secret" to microintervals: by keeping the work and recovery periods very short relative the half-life for changes in high energy phosphate levels, our muscles behave as if the exercise were continuous in nature...which, from an energetic perspective, it essentially is. However, stretch those 15 s on/off intervals to, say, 30 s on/off and the situation changes quite dramatically...
